Bank Examiner (Information Technology)

The Central Bank of Sri Lanka (CBSL) is the apex financial institution of the country, dedicated to maintaining economic and price stability and ensuring the resilience of the financial system. The Bank Supervision Department is seeking highly motivated, qualified professionals to join its permanent cadre as Bank Examiner (Information Technology).

Position Summary

• Position: Bank Examiner (Information Technology)

• Department: Bank Supervision Department (BSD)

• Institution: Central Bank of Sri Lanka (CBSL)

• Location: Colombo 01, Sri Lanka

• Employment Type: Permanent Cadre (Staff Class Grade I) subject to a 2-year probation period

Key Responsibilities & Duties

• Assist in conducting statutory and specific/spot examinations of licensed banks in terms of the CBSL Act No. 16 of 2023 and Banking Act No. 30 of 1988, focusing particularly on IT and cyber security risks, rules, and regulations.

• Liaise with other examiners and continuous supervisors to ensure prompt and accurate implementation of examination recommendations.

• Address identified IT irregularities, vulnerabilities, or emerging cyber risks promptly.

• Perform continuous supervision of assigned licensed banks to monitor IT regulatory adherence and contribute to financial stability.

• Process regulatory approval requests from stakeholders in a timely and compliant manner.

• Keep abreast of technological trends, regulatory guidelines, and Supervisory Technology (Sup-Tech) initiatives.

• Contribute to capacity building and staff development within the Bank Supervision Department.

• Perform ad hoc duties assigned by BSD management.

Qualifications & Eligibility Criteria

1. Educational & Professional Qualifications (Satisfy Route A OR Route B)

• Route A: A Bachelor's degree (minimum 3 years) specialized in Computer Science, Information Technology, Information Security, Cyber Security, or Artificial Intelligence (AI), with a minimum 2nd Class (Upper Division), minimum 3.5 GPA (out of 4.0), or minimum WAM of 75% from a UGC-recognized university.

  OR

• Route B: A Bachelor's degree (minimum 3 years) or a postgraduate Master's/higher degree (minimum 1 year) in Computer Science, Information Technology, Information Security, Cyber Security, or Artificial Intelligence (AI) from a UGC-recognized university, AND holding one of the following professional qualifications:

  • ISACA Certified Information Systems Auditor (CISA)

  • ISACA Certified in Risk and Information Systems Control (CRISC)

  • ISACA Certified Information Security Manager (CISM)

  • (ISC)² Certified Information Systems Security Professional (CISSP)

  • GIAC Information Security Professional (GISP)

  • GIAC Strategic Planning, Policy, and Leadership (GSTRT)

2. Experience Requirements

• A minimum of five (05) years of post-qualifying experience in specialized areas of Computer Science, Information Technology, Information Security, Cyber Security, or AI. Experience in a financial institution is preferred.

3. Required Skills & Competencies

• Security posture assessment, including penetration testing and vulnerability assessment.

• Deep understanding of cyber incident response handling and threat analysis.

• IT risk surveillance, threat intelligence, and IT Risk Management.

• Project management, ICT expertise, and strong communication/presentation skills.

4. Age Limit

• 35 years or below as of 15.11.2026.
