Job Overview

The Ministry of Transport, Highways and Urban Development is inviting applications from all citizens of Sri Lanka, including Government, Semi-Government Officers, and outsiders, for the position of Procurement Specialist. These appointments will be governed by the provisions of Management Services Circular No. 02/2026, issued on 28.03.2026.

There is currently one vacancy available for each of the following large-scale projects (4 vacancies in total):

• Ruwanpura Expressway Project Phase I
• Central Expressway Project - Phase III
• Central Expressway Project - 04
• Disaster Rebuild and Rural Road Project

Qualifications & Experience Requirements

Applicants must have prior experience in the procurement field and meet one of the two qualification pathways below:

Option 1:

• A Bachelor's Degree in the relevant field.
• A Postgraduate Degree (Masters) in the relevant field OR an Associate Membership or similar professional qualification obtained from a recognized professional body in the relevant field.
• At least 10 years of experience in the relevant field at a managerial level.

Option 2:

• A Class I officer of a government All-island Services or a similar status in the relevant field.
• A Postgraduate Degree (Masters) qualification in the relevant field.
• At least 03 years of experience in the Class I post or a similar status in the relevant field.

Age Limit

• Government & Semi-Government Officers: Below 60 years.
• Others: Below 64 years.

Salary & Terms of Employment

• Remuneration: Salary and allowances will be paid based on Management Service Circular No. 02/2026.
• Location: Candidates must agree to work at any place in the area and/or country where selected.
• Public Sector Applicants: For applicants holding permanent posts in the Public Service/Provincial Public Service (including Local Authorities, Public Corporations, Statutory Boards, and Fully State-Owned Companies), appointments will be based on the release basis mentioned in para 2.3.3 of the 02/2026 MSD Circular. These applications must be sent through the Head of the Institution with the consent of release.

• Required Documents: Submit the application along with particulars of academic qualifications, the transcript of the basic degree, work experiences, and copies of relevant certificates. Only qualifications supported by certificate copies will be considered.
• Multiple Posts: If applying for more than one post, separate applications must be submitted for each post.
• Submission Details: Send under registered post or hand over to the Ministry Administration Division on or before 21.10.2026. Indicate the name of the post and project on the top left-hand corner of the envelope.

Note for Previous Applicants: Candidates who have already submitted applications in response to the earlier notices (closing on 14.09.2026 & 28.09.2026) for the Ruwanpura Expressway Project Phase I, Central Expressway Project 04, and Central Expressway Project - Phase III are not required to submit fresh applications.
