Individual Consultant

The Department Consultants Procurement Committee (CPCD) on behalf of the University of Kelaniya invites Expressions of Interest (EOI) from eligible individual consultants to provide consultancy services for Planning and Guiding the Digital Transformation of the University of Kelaniya (UoK) under the Digital Transformation Project funded by the Ministry of Education, Higher Education and Vocational Education.

Job Overview

• Role: Individual Consultant for Planning and Guiding the Digital Transformation of the University of Kelaniya (Ref. No. MOE/UK/DTP/CS/1/R/1)

• Assignment Duration: Twenty (20) months

Key Responsibilities & Scope of Work

• Plan, strategize, and guide the comprehensive digital transformation initiatives across the University of Kelaniya.

• Oversee large-scale digital integration, modernization, and Enterprise Resource Planning (ERP) rollouts tailored to higher education operations.

• Provide expert consultancy on digital architecture, process re-engineering, and technology adoption within the public/higher education sector.

Consultant Qualifications & Requirements

Interested consultants must provide information demonstrating that they are fully qualified to perform the services, including academic credentials and descriptions of similar assignments. Key requirements include:

• Experience: At least six (06) years of professional experience in large-scale digital transformation and/or ERP implementation.

• Sector Preference: Prior experience in the higher education or public sector is preferred.

• Documentation: Submission of academic qualifications and evidence of similar past assignments/conditions.

Selection Procedure

• A consultant will be selected in accordance with the procedures set out in the Guidelines for Selection and Employment of Consultants published by the National Procurement Agency.
