Open Competitive Examination: Management Service Officers' Service (Grade III) – Central Provincial Council (2026)

Eligibility & Qualifications

• Residency Requirement: Permanent resident within the Central Province (minimum 3 continuous years in the respective administrative district within the 5 years immediately preceding the closing date).
• Eligible Districts: Kandy (04), Matale (05), Nuwara Eliya (06).
• Age Limit (As Amended): Not less than 18 years and not more than 35 years as of 16.10.2026 (born on or between 16.10.1991 and 16.10.2008).
• Educational Qualifications:
• G.C.E. O/L: Passed in 6 subjects at one sitting with credit passes for 4 subjects, including Mathematics and Language (Sinhala, Tamil, or English in which the candidate sits the examination).
• G.C.E. A/L: Passed all subjects at one sitting (3 subjects for the new syllabus / old syllabus, excluding the Common General Test).
• General Requirements: Sri Lankan citizen of excellent character, no criminal convictions under the Penal Code, and sound physical/mental fitness to serve anywhere in the Central Province.

Examination Structure & Scheme

• Examination Media: Sinhala, Tamil, and English.
• Subjects:

1. Language Proficiency (100 Marks | 2½ Hours): Evaluates expression, comprehension, grammar, letter drafting, summarization, and data presentation.
2. Aptitude (100 Marks | 1 Hour): 50 multiple-choice and short-answer questions testing critical reasoning, numerical skills, and general intelligence.

• Pass Marks: Minimum 40% per subject and an aggregate total of at least 50%.

Key Service Conditions

• Mandatory minimum service period of 5 years at the first assigned station before any transfer is considered.
• Three-year probation period, during which the 1st Efficiency Bar Examination must be passed.
• Official language proficiency must be acquired in accordance with Public Administration Circular 18/2020.
